20.54 Many certificates, particularly in early days of motor-carrier regulation, were issued after informal handling by Commission's Field Staff. Some of descriptive commodity terms then used, which seemed clear to all parties subsequently have been found to be ambiguous to some extent and susceptible to conflicting interpretations or not to describe accurately type of service in which applicant was engaged. In number of cases it has been found proper, in such instances of ambiguity to look behind certificate to determine what service actually was intended to be authorized.
